i am trying to refinance my house. I will only be at 60% LTV. The bank tells me that ALL FHA 30 year fixes require impounds regardless of loan to value, but that 15 year FHA loan leaves the choice to the borrower. Can anyone verify this or tell me where to look?

My current mortgage is a FHA. I want to refinance and the loan officer recommends to go conventional. Is it a excellent thought. Thats the difference. Or is it because he wants a larger profit for himself with a go with a conventional loan.

the current LTV ratio on the house is 85%. I have additional credit card debt I want to pay off. The refinance is at a much better rate, I just want to know if FHA changed their regulations.
